I don't know about Interpol but being someone that has lived in NYC a long time, whose dreams aren't quite fulfilled. This song makes perfect sense. It's a love affair with a city, she's beautiful and exotic but isn't as faithful as you want her be.
I think he's singing about being stuck in a dark mood for a while , and (desperatly) trying to get out of it.
He's (finnaly) taking, after blaming other factors, responsibility for his moodswings, life, future.

I hear the strugle in the song and the redemption in the end in the heavy-reverb guitars.
Love this song. It's magnificent, beautiful and very easy to play on guitar at that (Fmaj and C chords only). It's about the city of new york and is the perfect song for walking down the sidewalks of it, alone, at night. "The subway she is a porno, the sidewalks they are a mess...new york cares."

What can one say about this song? It is just another classic dreamy Interpol song. Who cares what it means, it sounds great....
coming to terms with dreams and the fact of creating them with or without the love(my dear love) of nyc.
