This is sheer brilliance. The complete failure to grasp that rock and roll is one thing rather than two hints at the hand and mind of Nigel Tufnell in the writing.
And 'the more it stays the same, the less it changes' is up there with all the other brilliant insights that have plagued rock since its inception (though roll has remained largely untouched) - 'There's a lady who's sure all that glitters is gold', 'sometimes all of our thoughts are misgiven' and all the rest of them.
If you want to know what rock (and possibly roll) is about, it's summed up perfectly in this song.

I absolutely love this song and how it really has absolutely nothing to do with rock-and-roll at all. (The farmer takes a wife/The barber takes a pole.)
