He's lost his brother or someone so close he calls his brother. Without this person, he feels lost and incomplete. He's made suicide attempts in order to meet him but hasn't succeeded. The advice he's decided to take is the advice he would give to him, if he was still alive. This person lives on in all of his songs and their lyrics.
