The song is quite simple. He sings about people's way of missing life because of fears, and about truth and identification of one to another are the way to bring two together. He just wants to help someone by opening him up. Oh and the Luxembourg girl is just a joke about compromise for what finds you when you're shy... Although coyness suggests a sense of complicity, which might be where you get the slyness idea from, but they're not synonyms. I'm not sure either, about the not returning the sentiment; I don't think it's the narrator not returning the sentiment because of the line 'ask me i won't say no, how could i?' I think it's arguably more to do with the fact that trying is more important and 'if it's not love' just refers to feelings existing but it not being love!
