Many people say how Soad has any bias on drug use.
I don't think the band cares at all, neither for nor against use of illegal drugs. But I do think that the fact that this song was released in 1998 has a lot of work in the generation of music and how it was affected by drugs in the late 90's. SOAD in my opinion speaks about drug use subtly in a ton of their songs. This song in particular is referencing LSD in my interpretation. Lucey in the sky with diamonds. (Lucey often being slang for LSD). Dont get stuck in the sky. Hallucinogenic drugs such as ketamine and LSD have a reported "Hole effect" on the user, in which they see the world from a peephole state (K-hole, serving as the slang term; wiki search it if your interested in that).
That may have gone entirely out on a limb there, but you cant really prove a songs interpretation to be wrong, so maybe someone else out on lyrics 365 will agree.

ITS ABOUT DRUGS BUT HES SAYIN THAT USIN DRUGS WHEN DEPRESSION HITS IS SOMETHING EVERYONE DOES. BUT STAYING HOOKED ON THEM AND BEIN "STUCK TO THE HIGH" IS WHAT HES STATING. DO YOU EVER GET "STUCK IN THE SKY" MEANING DO YOU EVER GET SO ADDICTED THAT YOU DONT CARE TO STOP. GET IT.

I think it's pretty onbvious SOAD is not against drugs lol. But I don't like people who judge others just because they use drugs. There are people out here who use these drugs to escape from miserable family lives or abusive parents/spouses. Not everyone can deal with their lives as easily as someone who makes decent money and only has to worry about their wife divorcing them and taking half of thier money.

I am almost positive that this song is about either tunnel-vision when you are on drugs. OR About a bad trip while on drugs.
In any case, its definitely about drugs and I feel like Serj is almost against drugs. Of course, that isn't for me to say, but it would be nice to imagine a completely sober awesome band like SOAD. All one need do is watch their music videos and guess otherwise though. haha
