"I've got eyes everywhere From the shadows I stare" It seems there that he's watching everywhere. "You'll never leave me darling Now hear my tender warning I'm not the nicest guy you know." Maybe they're not stating that they'll never leave, but "you'll never leave me darling" like a threat. "Not the nicest guy you know" indicates the thing he might do it anything happens.
