@HarshZ This may have come too little too late, but the person singing is Gilberto Valenzuela. He's saying "De que te quiero, te quiero." Which basically means "I love you, don't doubt it." That's not the LITERAL translation, it's a little difficult for me to translate it. If I were to put up the literal translation, it wouldn't make any sense.
