It's Ronald Reagan, then the governor of California. He was always saying things were communist plots, particularly anything to do with students at Cal or at San Francisco State.

This is a great song in classic rock and roll style typical of CCR. It is also fun to play and not too difficult. I think they lyrics are pretty funny, playing scientists, the government (Spiro refers to Spiro Agnew, Nixon's VP), the church (Vatican), and I think the media (Ronnie the popular) against each other for explanation of whatever "it" is. If anyone knows specifically who "Ronnie the popular" is I'm curious.
