What if 'rain' in the last verse is to make you think of 'reign'? Then the "it's" refers back to "Human Kindness" and you get "Human Kindness Overflowing and I think it's going to reign today". Even in our worst moments in life we are hopeful;
Human Kindness is going to Reign Today.

Mr. Zen, I hope you will live a long time, but I agree, some lyrics are made for epitaphs, because they express some individual, but also eternal truthes, we can hardly express and live, especially, if it is music. And: No, life is also joy, nature and everything shows you that.

This song is of much Zen. If I were to have an
epitaph written on my grave stone this song would be
it.

Randy Newman's lyrics are always (for me) what I
call sarcasm with an escape hatch (3ed order of
interpretation).

Buddha said "life is pain", as well it might be
said that the rest of his teachings could be summed
up as: "let pain be our teacher". By taking one more
step beyond, and out of bitterness we find compassion
(the escape hatch).

The symbol of the moon is almost always that
of love. We have a "dead moon", so it follows
surly that the next lines are sarcastic, but are
they?

"Bright before me the signs implore me
To help the needy and show them the way"

Only when we experience pain and lose can we know
the true worth of something -- and experience the
call to step out of our own pain and teach others
the goal/gold of compassion (saving grace).

Even the lines:

"Tin can at my feet
Think I'll kick it down the street
That's the way to treat a friend"

show a need for "love" as they reflect the
need to keep our friends with us on our own
miserable journey (misery loves company) but
so often at the expense of inflecting our own
pain on them in the process.

It's one of the saddest songs ever written, and because it's all about the lyrical details (overflowing and, instead of overflowing but, is what makes the song so crushing) it's worth getting them correct:

I heard the song performed live by two great artists in as many nights. I heard Madeleine Perouyx's smooth and stylish performance at the Michigan Theater in Ann Arbor and , on the previous night on the same stage, I heard the master and author himself, Randy Newman, sing it. Mr. Newman has a body of work that will be performed decades after he has left this earth. But I think "I Think It's Going To Rain Today" will shine above all the rest of his works. When Mr. Newman starting to sing the song with its memorable line: "Human kindness overflowing", I thought he was singing a standard and I was trying to recall from which great stage musical the song belonged. Then I soon realized, it was another Randy Newman classic which has been covered by many artists. It is truly a classic in the American Songbook.
