I am not sure if this is "the one", but without a doubt it is among my top 3 Smiths songs.
I think Morrissey sings about being in love with a very immature man that he met somewhere. As their friendship grows he learns things such as him being in jail as a lad and he is disappointed that no matter what, his attraction keeps growing.

She plays hard to get , cancels dates,leaves him hanging,making him jealous
She has the body of a women but the

This has to be one of my favorite songs.

Like every song written by The Smiths, it is brilliantly written in an encrypted manner that leaves it open for interpretation.

Personally for me, I've always interpreted "the day that [his] mentality / decides to try to catch up with [his] biology" as the period in which the singer Morrissey discovers his sexuality. He falls in love with a man, but the man does not share the same sexuality, thus being "the one [he] can't have."

In another interpretation, it could simply be someone already in a relationship, preventing the singer from getting in a relationship with that person.

This is perhaps one of the most amazing, beautifully written songs of all time. Morrissey always knows how to express your innermost thoughts in a unique manner.
Personally, there's times when listening to this I can almost cry.
