This is a song about bad events happening on top of other bad events and how we deal with them. "The people laughed and swore that they'd restore the city piece by piece" means that the people don't comprehend the grave situation. This song is about rebuilding from something terrible that has happened on top another terrible thing. I think this is belov average from RA. Their songs always had some figurative, or transfered senses. Either political or emotional, but this song is seems so plain to me, the musical part is pretty damn good, but the lyrics are too bad. /In my opinion/ Im hungarian so maybe thats why I cannot relate to this song in any way.
