It makes the song make a lot more sense if he is talking to someone he refers to as 2000 Man, perhaps in reference to all the things that have happened since the 2000 Presidential Election. He's welcoming the people back from their long slumber/incarceration in this nightmare of an era America has been through...but he does so cautiously saying, "I believe they want you to give in" and "don't give in 2000 man" now that you are back...just my thoughts.
