In this song, it sounds like the author is talking about our criminal system and how men whose acts were extremly evil (murderers, serial-rapists, etc.) are still walking around alive, maybe only a few hundred miles from populated areas. What's going to happen when the lights go out? They're going to come for you and me. These are "dead" men because in reference to ancient scriptures: the "soul that sins, it shall die." Yet, they live...for now.
