This song means absolutely nothing. I believe it was Bowie experimenting with cutting up phrases and using them as lyrics. That said, it is one of the best songs by one of the greatest artists of rock history. It fits perfectly in a perfect album (though the opening track of Diamond Dogs might seem a little datedly avant garde). It's Bowie's best, period. I've been jamming to this song since the mid-seventies, and it still rocks my world.

i believe diamond dogs is one of the best bowie albums ever made, and candidate is one of the best songs on it. the subjectmatter is that of the rise of the "candidate" through unsound methods,(eg masks) for an unsuitable person. this fits into the albums "story" that of the rise and existance of "the party" from george orwell's brilliant book, 1984(read this or drill your fingers off). the music itsself is very good, with the millitaristic drumming adding to the theme, and the low, dark guitar doing the same. 85/100
