I think it's:

If I'm to be your camera, then who will be your first?

As if to say, I'm watching you, so who will be your first love, lay, whatever...

I think Stipe writes from the perspective of someone who is infatuated with someone who's not yet of age, and, knowing that acting on this infatuation would be wrong, is still curious as to that person's first sexual experience.

"When the party lulls," or, when we can be alone as if by necessity...

"I fell by your bed once, I didn't want to tell you," or, I was weak once, but couldn't bear the truth of that.

"Alone in a crowd," or, I find you special. And, "A bartered lantern borrowed," or, something you can't yet own but have.
