It's a poetic image, subject to interpretation, of course. I think it means that he is offering his lover his past failed good efforts ("broken arrow") and memories ("bottle of rain") -- an openness or intimacy that he alone offers.

Love the song, but I'm lost on the meaning of broken arrow in relation to the rest of the song. Would you help me. I wrote lyrics in the 70,s when I lived in NYC for a guitarist named Dean Foster, just a couple which is was good enough to put to music and sing it at Carnegie Hall.
