It was actually written by Mike Batt (the guy who sang, wrote and produced songs for The Wombles) and it was part of the soundtrack for Watership Down in 1978. It was also the biggest selling single of 1979 in the UK.

Please correct:Mike Britt wrote the song Bright Eyes for the animated film version of Watership Down ('70). Recorded by Art Garfunkel, it reached number 1 in the UK singles chart.
Paul Simon has nothing to do with this song.
