There are some mistakes in these lyrics. Randy Newman doesn't sing HER hair is... HER eyes.., but THE hair/THE eyes. That makes a big difference, because it means that that whole strophe is about two persons, and not one.
What is this song about then? His parents? It's from an album that deals with his childhood a lot, so it's possible.
