And yes, it may well be a cold war metaphor. By the way, it would be a playful and ironic punchline ("girlfriend in a coma"?). I think that what it says is: "Ask me (...) because if it's not love, then it's the bomb [that would be WW3] that will get us together", I guess. (meaning: the answer is "a priori" yes; it may be love, it may not, there is nothing to lose). Although coyness suggests a sense of complicity, which might be where you get the slyness idea from, but they're not synonyms. I'm not sure either, about the not returning the sentiment; I don't think it's the narrator not returning the sentiment because of the line 'ask me i won't say no, how could i?' I think it's arguably more to do with the fact that trying is more important and 'if it's not love' just refers to feelings existing but it not being love!
