I think the song maybe be a metaphor for the level of power we give our goverment. "rest your weary arms" could mean giving up our rights to be take care of ourselves. He uses the guise of being a window washer as being no threat..he watches all that goes on and you live your lives asumming he is just passively watching but it may the same as secret goverment operations. "Big Brother" is always watching and if you assume he is harmless he could have information you may not want him to have.
Yet he goes on to say that he say "How will I know if I'm helping?" like the protection the government provides is necessary.
Repeating "No threat" over an over makes it seem like he is saying the Goverment is hypotizing us into a false security.
