i also heard that this is refering to the 911 attack how they didn't pick it up before it happened. "new york city cops, they aint too smart" and so when it was released the record company didn't let the strokes put it out because it would be really offensive. But wouldn't explain the Nina part, so i dont know. Maybe they were just saying that the new york city cops arn't smart, and then it was taken personally because of the time..

i once heard a good analysis of this song from someone. it's about a speed dealer's girlfriend. hence the lines "the hours they ran slow..." and "she said time to go now, but leaving it ain't easy." if you've done a lot of speed, you know it's hard to shut up and leave someplace. "trapped in an apartment," that's how the girl feels stuck in this crazy drug lifestyle. and of course, the cops aren't smart, or they'd catch her boyfriend. made sense to me, at the time.
