Brown is slang for heroin, when he says "Hurry up Mrs. Brown" he means he needs more heroin because he's coming down from his high, "I can feel it coming down". Also he talks about how he's dependant on heroin when he says that "Safety Pins" or needles hold his life together. And what jennyluvbug said about the polka dots, I never knew that.
