Well Pete (or was it john ? or gary, or carl, or them all) once said something about it, I don't clearly remember (perhaps because it wasn't that clear xD). And the doherty also said somewhere that the song was actualy about Carl... but honest who give a damn ??? It's a great song. Although is on the second album, it was written very very early on in the Libertines, even years before they got a record deal with Rough Trade. Carl and Peter obvioulsy weren't rowing at this time, so is safe to assume he had written this about a girl he was once in love with.
