It makes "perfect sense, expressed in dollars and cents" to try and control the world's oil reserves, if all your money's in oil. The "monkey" is humans, and the reference is to the beginning of the movie 2001. "History is for fools" is past and present mean nothing if you have to deal with the present. The Garden of Eden may refer to the fact that Iraq is ancient Persia, and Eden was possibly within its borders, at least in terms of the Tigris and Euphrates.
