This lyrics are referring to mind control tactics that are used to dumb down our entire country via ad campaigns and television/movie story lines. It is also referencing plagues/viruses and how it's "a repeat" - specifically man made viruses "Swine Flu" "HIV/AIDS" which were all created in labs to intentionally infect innocent people around the world through vaccinations.
