I don’t think that this song is really about suicide. You have to remember that Radioheads music has leftist political themes, and they are very good at puting these deep into the music. It seems to be about the disgusting state of our dumbed down culture and how it is impossible to avoid and ignore all the useless celebrity news and so on. Being scatterbrain seems to mean being in this dulled down mind state that out population has been forced into without knowing. A place of escape from this would be "somewhere I’m not scatterbrain ".

I'm pretty sure the song is suicide (possibly shooting yourself in the head aka scattering your brains).
Either way this is one of the saddest songs I've ever heard. Amazing album also.
