Ok, so are you somehow implying that people only listen to Radiohead because they make us feel intellectual and "artsy?"

No, people don't listen to Radiohead to feel smarter and deep. People listen to Radiohead because they're one of the few bands today that make good music.

At least give them credit for not giving in to the subpar musical standards of today.

I think this (song?) poem is all about conformism and people who try to fit in the mould "Fitter Happier". Look at this: "fond not in love", it sums up really well the song. It's all about measure.

I really think the purpose of this song is the lyrics. After all, it isn't really a conventional "song" by any means, but the lyrics are quite profound and pretty eerie if you think about it. I think the lyrics, or ramblings, if you will, are more about what we take for granted and the safety of routine. To me, it fits the themes of the rest of the album.
