If you listen to the original demo of the song, it's Stipe rather than Mills singing. The lyrics are completely different and are about "Texarkana". So, even though the singer and lyrics were changed - it seems that REM kept the song title the same.

I also feel this is a great song. The book "A Canticle for Leibowitz" follows a Roman-Catholic abby and the monks quest to preserve knowledge after the Cold War destroys most of civilization. The abby is in the center of the desert of Utah (I think) and the story takes place over several thousand years. The book is out of print, but you can find it if you know where to look. Also, if you like this song, buy more REM albums. The band is amazing.

I may be wrong, but I was told by someone that the lyrics are a nod to the book "A Canticle for Leibowitz", in which Texarkana is the centre of the Texark empire, which rules the western hemisphere.
