"blackout weaves it's way through the city" refers to all the bombing in the middle east. We must acknowledge the real and only enemy is running the States. "Drilling for fear makes the job simple" this quote is about the govt lying about danger that other countries represent to the USA and getting an excuse to invade Iraq or any other country, steal their resources and get away with murder.
