Well, that is true for the whole first stanza. The main arguement that the song says simply is: All people are inately good. It doesn't matter if you are like the woman in the first part of the most amazing song ever recorded or you are as horrible as Stalin. People can change for the better. It is this deep hope that acts as a harbinnger of some kind of peace to exist within humans. Idealistic as it may be, it is still what makes this song beautiful and legendary.
