Weak minded folk let themselves become enthralled by this and end up becoming hollow husks who can't feel real joy from life. The Windmill on the other hand promises freedom and happiness, 2-D wants to join Noodle and feel real excitment and fulfillment, not the empty soul sucking of the tower. De la Soul basically can be seen as temptation and enticement ringing in ones ears and convincing those who want to escape to remain, reminding them that they are prisoners.
