The angel believes humans to be the true "angels" of God, just as humans think of angels as being the blessed ones. The angel is telling the human that he's sorry for not helping, and it reveals just how dark everything can be, and how our perception could possibley be backwards. Angels and humans are both seeking comfort in eachother, but it seems that neither have time to spare. My perception, I know, is ONLY my own- and I tend to see religious things it everything.
