America is Maggie's Farm.
The farm work is the behaviors we are forced to adopt as Americans.
Maggie's brother is the police state. Big brother. Maybe making sure you're okay but definitely screwing you over whenever possible.
Maggie's pa is the Military industrial complex.
Maggie's ma is the self righteous delusion that makes war popular.

this song is about some guy not wanting to work on some farm thats owned by some women called maggie where rampant nepotism's applied with a bull whip hand and big fulsome lips that snarl beneath skirts.... true story

This song is actually about Dylan breaking out of his own chains; to the folk establishment, to the anti-war song hubaloo, to anything holding him back from being birthed anew. This is about getting plugged in and searching for self truth.

This song is classic Dylan. Is it about society in general? Is it about politics? Is it about the military industrial complex? Is it about alienation? Probably the answer is "yes to all". It's a good mix of cynical lyrics with up-tempo rhythm. It's too bad it is not on Dylan's greatest hits albums. You never hear this one on the air.
One theory was that "Maggie" was a reference to Defense Secretary Robert McNamara of the Vietnam war period. I am not sure that was ever verified, however.
