I am singer in a band...and write lyrics. Usually I write stories which mean something.
But I do know people who write lyrics which mean nothing...but seem like they do.
Its possible that this is true of NoFX.
But I think in this case, Linoleum's meaning is not caring about material possessions...and being happy with what you got.
I also think the "that's right I've got a floor" has a double meaning...as in he has a (character) flaw but doesn't care. "So what?"

This song is about, not neccesarily "homless" people, but people who have very little, and are at times going crazy. I think it may be from a young fat mike's point of view, not having very much, but i dont know much about his childhood, so that's just a guess.

I remember when I was a kid listening to this song, I always thought he said violin under my chin, playing with a grin, singing GBH. Funny thing is, me being just a kid who was first getting into punk rock through bands like NOFX, I had never heard of GBH, just a fun coincidence I guess
